Abdalla Hamdok, the former Prime Minister of Sudan, stands as one of the most prominent civilian leaders to emerge in the Sudanese revolution. Hamdok, who played a pivotal role during the transitional phase following the ousting of Bashir’s regime in 2019, embodied the model of civilian leadership striving for peace and stability in a country plagued by political and economic crises.
Since the beginning of the revolution, Hamdok was one of the first to call for the end of military rule and the achievement of a democratic transition that guarantees the rights of the Sudanese people. At a time when the country was under the threat of military coups and internal wars, Hamdok managed to gain the trust of many local and international actors, seeking to reform Sudan's collapsing economy and implement developmental programs aimed at improving citizens' living conditions.
One of the most significant challenges Hamdok faced during his tenure was the crippling economic crisis. The transitional government led by Hamdok struggled with mounting debt, economic sanctions, and a shortage of resources. However, Hamdok tirelessly worked to secure international support to alleviate these burdens and sought to initiate economic reforms to fundamentally change Sudan’s economic trajectory.
This was no easy task, as the prices of basic goods continued to rise, and inflation exceeded the population's capacity to bear. Nevertheless, Hamdok insisted on implementing difficult steps, such as removing subsidies on fuel and bread, to alleviate the national budget's strain, despite facing criticism from some internal factions.

At a time when the country was engulfed in conflicts in various regions, Hamdok was the voice calling for an end to armed struggles and advocating for dialogue. He firmly believed that peace was the only way to achieve stability.
When the peace agreement between the transitional government and armed movements was signed in Juba in 2020, it was a significant achievement for Hamdok and his team. The agreement marked an important step toward ending decades of conflict in regions such as Darfur, the Blue Nile, and South Kordofan. Although the implementation of the agreement faced major challenges, its signing was a clear message that Sudan deserved a chance for peace.
Hamdok’s Role in Protecting Civilians
Hamdok was always an advocate for the protection of civilians during times of war. He condemned the atrocities committed against civilians, whether by armed groups or government forces. Hamdok emphasized the importance of all parties adhering to international humanitarian law and ensuring human rights amid conflict. Through his position, he worked to ensure that civilian voices were heard in the midst of the war-driven policies.
After the military coup in 2021, Hamdok was removed from power for a time, but he remained central to the revolutionary movement. Hamdok was not just a government official; he represented the hope of the Sudanese people for a return to civilian rule. His efforts were always aimed at providing a vision for a democratic future free from military dominance. While some factions sought to monopolize power, Hamdok remained steadfast in his principles of democratic transition.
Hamdok was not only a politician or an economist but also the living conscience of Sudan during a critical period. His government was overthrown, but he remained a symbol for the revolutionaries and the dreams of Sudanese people for peace and justice. Hamdok's role in Sudan will be forever etched in the memories of future generations as a civilian leader who tried to build a new nation, free from dictatorship and war.
